L-3 Guardian®
SME PED

Overview
L-3 Communication Systems-East is developing the next-generation of portable encrypted communications with the L-3 Guardian® Secure Mobile Environment Portable Electronic Device (SME PED) for the National Security Agency (NSA). The L-3 Guardian provides secure wireless voice and data, merging the functions of a wireless phone and Personal Digital Assistant (PDA) into a single handheld device.

Secure Cell Phone and PDA in a Single Device
The L-3 Guardian allows the user on-the-go to make secure phone calls, send and receive secure e-mails and browse the secure web. High-speed secure access on either quad-band GSM or dual-band CDMA cellular networks worldwide ensures global connectivity. The L-3 Guardian provides both wireless access to the commercial Internet and secure wireless access to classified (SIPRNET) or unclassified (NIPRNET) networks. Navigation between these domains is rapid and easy. Utilizing both Type 1 and Non-Type 1 encryption, the L-3 Guardian provides maximum flexibility in portable secure wireless communications.

L-3 Guardian is also a PDA, providing both non-secure and secure access to the user's personal contacts, calendar, viewers, tasks, alarms, and notes with synchronization to the user's desktop PC. Encryption algorithms ensure protection of classified data-at-rest. The backlit standard QWERTY keyboard and a high-resolution color display provide ease-of-use while on the move.

Secure Interoperability
The L-3 Guardian implements the Secure Communications Interoperable Protocol (SCIP) to ensure secure voice and circuit-switched data connectivity with existing NSA-certified SCIP devices. L-3 Guardian is also compatible with the High Assurance Internet Protocol Encryptor™ Interoperability Specification (HAIPE™ IS) for secure interoperability with classified packet data networks.

L-3 Communication’s Type-1 encryption technology is part of the DoD’s “Defense in Depth” strategy and considered only a portion of an overall defense in depth implementation. A comprehensive network Information Assurance strategy involving “Defense in Depth” is required to ensure secure and reliable protection for sensitive and classified information.
