TECHNICAL SUBCONTRACT MANAGER

 

Job Description:
The Technical Subcontract Manager (TSM) position is a key role within the Program Management organization. This requisition is for an individual with a technical background and a minimum of 10 years of experience managing projects and the technical scope of subcontractor(s). This includes experience with both military and commercial subcontracting.  The TSM ensures clear and concise communications between program engineers and subcontractor personnel. The TSM will be required to provide expertise and guidance on technical specification definition, the performance parameters including the milestone schedule criteria and contract deliverables necessary for technical evaluation and program execution. The successful candidate will develop and author sections of the subcontract describing the technical management process and success criteria for the subcontractor. The TSM serves as the focal point and primary technical interface to the program team relative to performance of subcontractor’s technical efforts.

Domestic and International Travel will be necessary to perform this job function.

Responsibilities:
Develop/update the subcontractor Statements of Work and technical specifications. Support the development and evaluation of subcontractor cost proposal inputs. Support the determination of the negotiation strategy. Perform subcontract negotiations in coordination with other team members.  Support the identification and mitigation of subcontract risks. Support development of subcontractor schedule requirements. Conduct subcontract technical reviews.  Provide input to and/or participate in program Integrated Product Teams (IPTs) Review, comment and approve on subcontract deliverables. Perform Earned Value assessments and associated investigations. Coordinate and support technical input for monthly subcontract evaluations. 

Coordinate product acceptance. Maintain frequent interface with corresponding subcontractor technical representative. Provide subcontractor technical status inputs and reports.  Support close-out activities. Serve as the single point of contact that manages the technical content/compliance of the subcontract, spanning hardware, software and systems.

Required Skills:
5-10 years experience in engineering development

5 years experience in technical subcontract management or program.  Experience in Statement of Work (SOW) generation. Working Knowledge of Earned Value Management Techniques. Working knowledge of Risk and Opportunity Management Process.  Ability to assess and validate subcontractor proposal basis of estimate. Ability to establish and maintain communication with Procurement Specialists, Contract Administrators, Management, and Business Area personnel Ability to establish and nurture vendor and customer relationships. Strong communication and presentation skills. A thorough knowledge of program and technical management is required to both oversee the subcontract technical activities and to work with senior program management. Familiarity with the import\export of technical data and hardware is a plus.

Desired Skills:
A working knowledge of systems engineering and life cycle management practices, submarine telecom design, optical networking design, TCP/IP networking design, and marine installation considerations of cabled sensor systems.

Required Education (including Major):
3 -10 years of Technical Management experience coupled with a BS in Electrical Engineering or related field.

Desired Education:
MSEE, MBA
