Engineering and Technical Services (E&TS) conducts systems performance analysis and calibration, and system functional characterization on designated systems. As part of our Total Life Cycle System Management (TLCSM) support function, we specify sustainment tools that track the movement of the baseline, additions and disposal of systems, equipment and calibration requirements, preventative maintenance inspection, unscheduled maintenance and labor resource collection. E&TS develops and maintains an Integrated Sustainment Optimization Plan that catalogs and evolves with all existing Configuration Management/Data Management (CM/DM) systems, including the integration and development of processes and procedures in order to integrate best practice sustainment processes into process and product lifecycle.
E&TS creates and maintains trending data on systems administration functions. These metrics are established and used for improvements in system performance, workload analysis and resource utilizations. We specialize in process development and technology deployment for identifying, tracking, and tagging government or customer property using integrated logistics systems (ILS), UID labeling and RFID tracking technologies.
Our Configuration Control Board (CCB) process augmented by technology ensures all changes are managed, analyzed and controlled for impact. A project engineer continually reviews the status of controlled items, and ensures that they are properly developed, maintained and documented to meet the required performance characteristics. Our CCB evaluates requirements, and directs and schedules changes to all hardware, software, or operational environments. The CM function is in place for control of both internally developed and Commercial-off-the-Shelf (COTS) hardware and software. CM manages the configurations and media that are developed for the Launch Display Systems (LDS) and Launch Readiness Verification Systems (LRVS) for each mission test and operation.
User requirements are gathered and incorporated into working systems (tested and validated for operations), which include aspects of instrumentation, electronic communications-computer networking, and control & display.

- Quality assurance is involved across the board to ensure that processes are followed and products are ready to meet operational support needs.
E&TS's responsibilities include the maintenance and routine execution of test plans for the systems that are integral to the design, development, operation, and maintenance of mission critical and administrative systems throughout the system lifecycle.
L-3 Communications' system engineering and integration are internal functions, performed to generate cost effective solutions for trajectory IV&V systems and launch management information systems. The National Reconnaissance Office (NRO) depends on L-3 Com E&TS for incorporating and connecting with technology systems critical for range operations. E&TS has developed specific systems to support the space launch mission to include: launch vehicle trajectory simulators; trajectory optimization suites; test drivers for external data sources; drivers for trajectory simulations; a Control Center Launch Display System (LDS); and LaunchCast. All of our systems are built and maintained against controlled baselines using defined production processes.
L-3's Satellite and Ground Environment Simulation (SAGESTM) System is a state-of-the-art simulation and modeling product. SAGESTM provides a complete off-the-shelf real-time simulation tool set for the definition and representation of any number of spacecraft/ground system objects configured within a space/time environment. Field proven, this Unix-based military simulation system delivers satellite development and operations customers the functionality of a high performance Unix-based system at the low cost and proven effectiveness of a PC solution.
