SATELLITE/LAUNCH OPERATIONS SUPPORT

Engineering & Technical Services (E&TS) is a leader in providing systems engineering, development and integrated sustainment of network communications and operational control centers, missile warning and defense sensor systems, missile launch and tracking facilities, worldwide ground stations and satellite-tracking systems and space surveillance capabilities that employ state-of-the-art electronic-communications equipment and ground-based missile warning and space surveillance radars, telemetry and optical sensing capabilities. These programs support integrated system-of-systems development, sophisticated legacy computing platforms and the associated hardware. E&TS provides the support and flexibility and scalability to sustain existing systems and implement and deliver new capabilities. E&TS has responsibility for the operational baseline covering many aspects of the programs to include: software and hardware engineering, Configuration Management (CM), Integrated Sustainment Engineering (ISE) and test, software maintenance, Data Management (DM)/Technical Order Management Agency (TOMA), inventory management, depot repair, Diminishing Manufacturing Sources and Material Shortages (DMSMS) programs, Quality Assurance / Quality Control (QA/QC), Reliability Maintainability and Availability (RMA) analysis, and program scheduling.

Click to Enlarge These activities also include Integrated Logistics Support (ILS) planning; training, supply support and Contractor Supported Weapon System (CSWS) program planning, implementation, and management; usage and repair metrics and asset management; warehouse operations and planning; programmed/preventive depot maintenance and repair along with emergency and urgent depot response. Through supportability assessments and the identification, tracking, and assessment of relevant support metrics, L-3 Com has been able to formulate and implement mitigation strategies reducing system Mission Capability (MICAP) and repair cycle timelines amounting to significant savings to the customer.

Our expertise includes hardware, software and logistics engineering in the support of design, acquisition, and integration of mature and existing systems augmenting new system implementation throughout the world. E&TS provides system development and sustainment support along with depot-level maintenance and repair functions. Expertise and capabilities within this area of responsibility include extensive, complex metal fabrication capabilities using CNC and conventionally configured tooling; repair, assembly, checkout and installation of critical electronic components; integrated logistics support; and a high-quality corrosion control capability using state-of-the-art metallization techniques.

Click to Enlarge E&TS personnel perform thorough system analysis functions including failure analysis that plan/execute repair activities as well as the identification of system risks and risk management. E&TS has developed a suite of RMA statistical tools for analysis and assessment of system performance. This RMA and failure data provides predictive failure and sparing estimates calculated to meet and exceed operational requirements. As part of our Integrated Sustainment suite and PLM approach, we implement Total Life Cycle Systems Management (TLCSM) and sustainment activities that include supportability assessments, obsolescence/vanishing vendor research, inventory control point operations, Unique Identification labeling (UID) and RFID tracking.
