L-3 Integrated Systems Tribute to Excellence Awards
- for the ABS Proposal Team and the GFR
Upgrade Team.
The ABS Proposal Team was recognized for submission
of a superior proposal permitting the Government to
award without discussions. The GFR Upgrade Team Award
was for obtaining a Government Class 1 Division 1 rating,
required for aircraft storage, in six months starting
from scratch.

ABS Proposal Team Award Summary
The ABS Proposal Team combined the strengths L-3 Aeromet
and L-3 Integrated Systems in a creative approach that
resulted in L-3 winning the Airborne Sensor Program.
The ABS proposal team leaders responded to the complex
RFP by emphasizing L-3 Aeromet’s experience operating
the HALO-I and HALO-II missile data collection systems
and L-3 Integrated Systems’ performance in similar
programs such as Cobra Ball and Rivet Joint Programs.
The proposal also focused on a strategy to provide
a fast and seamless transition of the Widebody Airborne
Sensor Platform (WASP) system into the ABS program.
The L-3 teams developed a compliant proposal outline,
paying special attention to the areas worth the most
points in MDA’s evaluation scheme.
L-3 was awarded the $411 million ABS Program on February
15, 2005, with the unprecedented award announced earlier
than planned and without discussion.
The ABS award significantly increases the L-3/Aeromet
revenue and ensures L-3’s position as the prominent
company to design, build and test systems that support
complex MDA airborne data collections. This win also
places L-3 in an improved strategic position to diversify
and pursue additional ISR customers.

GFR Upgrade Team Award Summary
In June 2004, two Gulfstream G-IIB aircraft owned
by L-3 Communications and operated by L-3/Aeromet in
Tulsa, Okla. were sold to the government. This change
in ownership enacted the Defense Contract Management
Agency (DCMA) Ground Flight Risk (GFR) clause that
required GFR oversight and risk rating. The GFR Upgrade
Team was quickly formed to address GFR requirement
issues across the facility and included members from
Quality Assurance, Environmental Health and Safety
and Facilities and Aircraft Operations.
Several areas required extensive work to comply with
the requirements including upgrades and improvements
to buildings and the development of company policies,
process documents, and training programs. The team
coordinated with all departments to release more than
110 polices and process documents -- a significant
achievement considering that prior to this effort few
if any policies or process documents existed. The effort
was successfully completed in six months and the facility
received the Class 1 Division 1 rating required for
aircraft storage.
This accomplishment has far reaching affects in the
ability to establish L-3/Aeromet as a “best choice” company
and allow the government customer to be assured that
their programs currently operate, and will continue
to operate, at the highest level of quality with lowest
risk to their assets and personnel.
